On July 29, 2020, the Cabinet of Ministers of Ukraine adopted a resolution On some matters of the functioning of authorized economic operators, developed by the Ministry of Finance together with the customs service, which settled all the formalities for launching the program of authorized economic operators (AEO).
The decision approved the procedure and algorithm for assessing compliance with the AEO criteria, forms of documents that must be submitted by enterprises, and issued by customs authorities to obtain the AEO status.
The government decree was developed considering the EU AEO Guidelines and comments from business associations, the European Commission, and international experts. In the future, this will make possible the implementation of agreements on mutual recognition of AEO status (AEO MRA).
The implementation of the AEO program will contribute to the provision of significant simplifications of customs formalities for enterprises with a high degree of confidence, allow to realize in the future mutual recognition of the AEO status by authorities of other countries and allow Ukrainian enterprises to participate in the formation of safe supply chains of goods and help to increase their competitiveness in foreign markets.
The potential conclusion of agreements on the mutual recognition of the AEO status in the future will greatly facilitate the entry of Ukrainian business into the markets of the EU countries and another 56 states.
