In February 2020, the Minister of Infrastructure of Ukraine Vladyslav Kryklii and the Minister of Transport and Communications of Belarus Alexey Avramenko signed a protocol amending the 1992 Agreement between Ukraine and Belarus on international automobile communication.

The amendments exempt from the permit system the road transport of goods and irregular passenger transportation.

Thus, carriers will not depend on the number of permits, will not lose time on their registration, which will reduce the financial and time costs of market operators.

For the amendments to enter into force, the protocol must be ratified by the parliaments of the countries.

Belarus has become the third country with which Ukraine has agreed to fully liberalize freight transportation services. In 2016, Switzerland became such a first country, and in 2019 – United Kingdom.
