The State Duma of Russia approved amendments to the law “On Information, Information Technologies and the Protection of Information”.
Since October 1, 2020, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) will be able to block applications that infringe copyright and related rights.
The law eliminates legal uncertainty, due to which copyright owners have difficulties in realizing the right to protect their interests in relation to mobile applications nowadays.
Legislation clarifies the term “software application” (programs for PC and other electronics), as well as the concept of “owner of a software application”.
Roskomnadzor will be able to block illegal content not only on sites, but also in mobile applications, within one day after the copyright holder’s statement and by court order. App Store, Google Play, Huawei AppGallery, etc. will be enforced with the Roskomnadzor’s requirements as well.
