On 13 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution introducing preferential fee rates for veteran-owned businesses in matters related to the protection of intellectual property rights.
The amendments were made to the Procedure for Payment of Fees for Actions Related to the Protection of Intellectual Property Rights, approved by Cabinet Resolution No. 1716 of 23 December 2004. The changes implement the recently adopted Law of Ukraine “On Veteran Entrepreneurship” and are aimed at supporting veterans who develop businesses, create innovative products, and seek legal protection for their intellectual property assets.
Changes to Electronic Filing Discounts
Alongside the introduction of veteran-focused incentives, the government revised the fee reductions available for electronic filing of IP applications.
The resolution increases the payable fee for certain electronically filed applications to 90% of the standard amount. Previously, applicants benefited from larger reductions, paying between 75% and 80% of the standard fee depending on the type of intellectual property right involved.
Thus, the fee for filing an application for a TM, for each class, increased from UAH 3,200 to 3,600 (from USD 73 to 82), for filing an application for an invention and industrial design – from UAH 1,280 to 1,440 (from USD 29 to 33).
According to the government, the adjustment is intended to support the sustainable functioning of Ukraine’s intellectual property system, which is financed exclusively through official fees. The measure is also linked to ongoing efforts to modernize digital services and automate administrative processes within the IP sector.
Key Changes
Under the new rules, eligible veteran-owned businesses will benefit from substantially reduced official fees for a wide range of intellectual property procedures.
Specifically, such entities will pay:
- 25% of the standard fee for actions related to patents for inventions, utility models, industrial designs, and semiconductor product topographies;
- 50% of the standard fee for actions related to trademarks and geographical indications.
The government has also introduced special rules for situations where intellectual property rights are jointly owned or applied for by a veteran-owned business and another person who does not qualify for veteran status.
In such cases, the applicable fees will be:
- 50% of the standard fee for inventions, utility models, industrial designs, and semiconductor product topographies;
- 75% of the standard fee for trademarks and geographical indications.
Practical Implications
The new fee structure is expected to make intellectual property protection more accessible to veterans engaged in entrepreneurial activities, particularly those developing innovative technologies, products, and brands.
At the same time, businesses and IP practitioners should take note of the reduced benefits available for electronic filing, as the overall cost of certain registration and protection procedures may increase compared to previous years.
The amendments represent another step in Ukraine’s broader policy of supporting veteran entrepreneurship while continuing the modernization of the national intellectual property system.
