On July 16, 2019, deputies of the State Duma of the Russian Federation adopted in the third reading a draft law on the transfer of exclusive rights to solutions to a private partner, which they use to create IT objects within the framework of a public-private partnership.

The objects are components of information and telecommunication systems (software, databases) and technical means of processing, transmitting and storing data that ensure their operation.

It is assumed that the new legislative regulation will help make projects more attractive to private investors and more reliable in terms of participation in them of small and medium-sized IT-companies, as well as reduce the terms of investment return.

After the entry into force of the provisions of the draft law, the disposal of exclusive rights will be governed by the rules established by civil law regarding intellectual property.
