The Russian State Duma adopted amendments to the laws “On Science and State Scientific and Technical Policy” and “On Education in the Russian Federation”, which allow higher education institutions to become participants in business enterprises and business partnerships.
Universities previously could create new innovative enterprises, but they could not become members of existing companies.
Many enterprises that are successfully operating and which have all the necessary financial, material, and intellectual resources have problems with the results of the intellectual activity of universities and scientific organizations. They cannot take full advantage of them, since they cannot contribute these results to the statutory capital of the enterprise due to the legislative gap.
The adopted bill will allow universities to enter the rights to the results of intellectual activity in the statutory capital of small innovative enterprises.
The changes should help to better introduce into production the results of intellectual activity of scientific communities, help them more quickly commercialize intellectual property objects. All this will contribute to effective interaction between universities, scientific organizations, and business entities.
