Presidential Commissioner for Entrepreneurs’ Rights in Russia Boris Titov has appointed a new representative in the field of intellectual property rights – Director General of the Institute of Economic and Social Research Alexey Ryabinin.

Since 2013, the position of representative in the field of intellectual property rights was held by Anatoliy Semenov. In 2017, his authority was extended for another five years, but was early terminated in August 2019.

According to the business ombudsman, this happened due to disagreements on certain issues of regulating the protection of intellectual property rights and a conflict of interest in his activities as a public ombudsman with the work of a representative of the interests of intellectual property market entities. In particular, Semenov as a representative of one of the parties participated in litigations of cable operator SatCom with Media Alliance (controlled by National Media Group and Discovery), the Russian pharmaceutical manufacturer Pharmasintez and the Argentinean company Tuteur, as well as the Russian Authors Society, the Russian Organization for Intellectual Property and the Russian Union of copyright holders.

“I preferred the interests of the entrepreneur rather than the relationship with Rospatent”, Semenov said, noting that his status did not give advantages in the courts.
