On December 27, 2019, the Russian President approved amendments to the Law on the Circulation of Medicines, which allows the import into Russia of batches of unregistered drugs containing narcotic and psychotropic substances.

The law allows the import of unregistered drugs, but only to help patients who, according to the conclusion of the medical commission of a medical institution, cannot help registered drugs.

Clear criteria were also introduced to determine the status of the drug (original drug, generic, reference drug), and the principles for determining the interchangeability of drugs were established.

The law was adopted after the public became aware of cases of detention and criminal proceedings against parents who purchased abroad drugs unregistered in Russia for their sick children.
